Statement issued by the Central Bank of Yemen - Headquarters Sana'a

The Central Bank of Yemen followed with interest the declaration issued by the International Monetary Fund regarding the Fund's approval to allocate units of Special Drawing Rights in an amount equivalent to (665 million dollars) as a loan available to Yemen, but under the management and disposal of the Central Bank branch in Aden, which in turn is subject to the control and directives of the countries of aggression against Yemen.

The Central Bank of Yemen – headquarter based in Sana'a - has been following for months the progress and the latest developments in this  crucial subject. Therefore, earlier on June 3, 2021 AD, the Central Bank of Yemen headquarter addressed an official written letter to the International Monetary Fund in which the Central Bank of Yemen expresses its objection to any decision taken by the International Monetary Fund entitling the Central Bank branch in Aden to benefit from the recent allocation of Special Drawing Rights and the consequent burden on the Yemeni people with illegal financial obligations. The CBY-Sana'a also previously addressed the Yemeni parliament and the Ministry of Foreign Affairs, which in turn addressed the relevant international organizations and the Security Council, warning of the consequences of the actions pursued by the International Monetary Fund to impose illegal financial obligations on the Yemeni people in violation of the Yemeni 's law and constitution, and at the same time in contradiction with the objectives and policies of the International Monetary Fund  specifically those related to governance and rule of law and the promotion of transparency and accountability.

The letter of the Central Bank - Headquarters in Sana'a sent to the International Monetary Fund on 3/6/2021 AD included details of its objections, which are summarized as follows:

1- The Fund's insistence on holding meetings and agreements with persons who do not have a legal right to represent the Yemeni people - those whom in charge of the Central Bank branch in Aden - and who have previously been accused of corruption and money laundering in operations related to their mismanagement of the assets and resources of the Yemeni people, whether resulting from sales of crude oil and gas or Those related to their use of the so-called “Saudi deposit”, which was managed in a way that violates the applicable law and constitution, as well as conflicting with the objectives and policies of the International Monetary Fund related to transparency, accountability and the rule of law. All these facts have already been clarified and confirmed by the reports of specialized international organizations.

2- The Fund’s actions contradict with the commitment and promises made by the representatives of the Fund - during the meetings that were held between them and the Central Bank of Yemen - the headquarters in Sana’a in March 2020 AD - during which the IMF emphasized on behaving the path of neutrality and working in everything that would preserve the rights of the Yemeni people Without prejudice one side over the other.

3- The branch of the Central Bank in Aden represents one of the economic tools used by the countries of aggression to implement their plans against Yemen, through which they are trying to push the national economy and social situation to the brink of collapse by using the banknotes and  foreign loans outside the framework of the law in order to facilitate financing the military operations on their war against Yemen, in addition to Their role in financing operations that violate the rules and requirements of combating money laundering and terrorist financing, including but not limited to facilitating unknown parties and enabling them to stole containers of new banknote  shipments through the port of Aden  to unidentified destinations.
4- The Central Bank branch in Aden adopted disastrous monetary policies, in conjunction with its failure to pay the salaries of 75% of the country's public service employees for almost four consecutive years, by flooding the local market with printed banknotes, which had negative effect on the banking sector, in addition to cause the increase in inflation rates and consequently the levels of prices, all together resulted in a general deterioration in the economic and social indicators, and thus the expansion in the percentage of the poor and the poorest.

5- The branch of the Central Bank in Aden continues to threaten and to put pressure on commercial banks to implement policies that serve the agenda of the countries of aggression against Yemen, and ultimately lead to economic collapse.

Accordingly, it was expected and assumed that the International Monetary Fund would work with the principle of non-duplication in dealing with the same issues by adhering to the Fund’s criteria and not granting units of SDR to countries that suffer from political instability, same as the case in the Fund’s decisions with some countries in South America and Europe. However, We found the Fund's decision regarding Yemen is different which reveals the contradiction of the Fund's policies and decisions and the duplication of its dealings with the same issues according to political agendas.

In this context, we recall the statement of the Director General of the International Monetary Fund during the International Conference to support the Lebanese People, dated on 4/8/2021 AD, which stated:
" It is imperative that SDRs are used responsibly and wisely. It is important everywhere, but so critical for Lebanon, This is a precious resource and must be used and distributed for the maximum benefit of the country and its people, the Lebanese people have the right to know what the SDR in Lebanon will achieve for them. Also, the first areas in which action must be taken is to directly address the core problem related to weak governance, by strengthening the combat of corruption, improving the performance of country's functions, and completing the audit of the accounts of the bank of Lebanon  and the company involved in providing electricity supplies".

We also recall that Yemen’s Special Drawing Rights units which are equivalent to (665 million dollars), represent the ceiling that Yemen is currently allowed to withdraw and use as a loan which will be subject to periodic interest in favor of the Fund, in addition to the value of the periodic subscriptions due to the Fund which are debited from Yemen’s account. The Fund cannot collect all that except by granting a new loan to Yemen later, and again in an illegal manner. Such thing will continue to happen because the IMF knows that the oil and gas resources of the occupied areas of Yemen are deposited to the account of the Saudi National Bank and are used to serve the interests of a group of corrupt  people and the countries of aggression against Yemen.

Therefore, based on the principles of neutralizing the economy , the Central Bank of Yemen calls on the International Monetary Fund to adopt one of the following demands:

1- Freezing the decision of allocating SDR units in Yemen and prohibiting their use by the branch of the Central Bank in Aden, which is under the control of the countries of aggression against Yemen.

2- Managing SDR units through a third party to ensure that the value of these units is used to finance commodity imports at the Yemeni legal national currency rates, and allocate the equivalent in Yemeni riyals to pay the salaries of the country's public servants, which will cover the salaries of six consecutive months.

3- Using the value of SDR units to pay part of the local public debt owed to banks operating in Yemen which will enable them to pay part of their depositors’ money in a way that alleviates the banks’ obligations and the liquidity crisis they are going through.
It will also alleviate the financial distress of their depositors, and the pressure on currency rates significantly.

     In case the International Monetary Fund rejects any of the above-mentioned demands, the Central Bank of Yemen confirms its complete rejection of the Fund’s decision referred to in the introduction of this statement. The central bank also disclaims its responsibility from any burdens that will result from the Fund’s decision, and that the Republic of Yemen and the Yemeni people retain their legal right to prosecute any party that works, facilitates, or contributes directly or indirectly to the exploitation of the rights and resources of the Yemeni people by  people proven to be corrupt who use them to finance the war on Yemen and fueling the conflict in it, and bringing people's livelihood to the lowest levels, under the management and supervision of the coalition of aggression led by United State of America.

The Central Bank of Yemen will also cut off all forms of cooperation and communication with the International Monetary Fund. The Central Bank of Yemen also calls on the United Nations and its new envoy to Yemen, which we consider this as a test of his impartiality and professionalism, to work on freezing the International Monetary Fund's decision referred to in this statement.

محافظ بنك صنعاء المركزي: ناقشنا مع المنسق الأممي "ديفيد جريسلي" ملف مرتبات موظفي الدولة، المنقطعة منذ نقل وظائف البنك المركزي إلى عدن، بالإضافة إلى ملف خزان صافر العائم.

محافظ بنك صنعاء: نؤكد أهمية العمل على رفع الحصار عن الموانئ والمطارات كحق ثابت لكل اليمنيين وعلى الأمم المتحدة العمل على فصل الجانب الإنساني عن الجانبين العسكري والسياسي، وإلزام التحالف بوقف استخدام الاقتصاد كورقة حرب.

وكما نؤكد استعداد السلطة في صنعاء للعمل مع الأمم المتحدة والتعاطي بمسؤولية وجدية لكل ما من شأنه أن يؤدي إلى صرف مرتبات موظفي الدولة، ومعاشات المتقاعدين والضمان الاجتماعي ومخصصات الطلاب المبتعثين في الخارج.

محافظ بنك صنعاء: من الممكن تخصيص حقوق السحب لليمن لدى صندوق النقد الدولي بقيمة 655 مليون دولار لمعالجة ملف مرتبات موظفي الدولة لمدة 6 أشهر متتالية.

محافظ بنك صنعاء: ندعو المنسق المقيم إلى زيارة فرع البنك المركزي بالحديدة، والاطلاع على الحركة التي تمت في ذلك الحساب، والتي تثبت أنه لم يستخدم في غير ما خصص له.

محافظ بنك صنعاء: التعثر الذي يواجه اتفاق الصيانة العاجلة والتقييم الشامل لخزان صافر العائم سببه مكتب الأمم المتحدة لخدمات المشاريع، الذي قدم خطة تنفيذية تخالف الاتفاق وقيامه بحذف أعمال الصيانة المتفق عليها، ونؤكد أهمية العودة إلى الاتفاق وتنفيذه بأسرع وقت ممكن لوقف التدهور المستمر لوضع الخزان.

المنسق المقيم للأمم المتحدة في اليمن: الأمم المتحدة ستبذل خلال الفترة المقبلة الجهود للتخفيف من المعاناة الإنسانية في اليمن، والعمل على معالجة الوضع الاقتصادي المتدهور.
